  1.1                          A bill for an act 
  1.2             relating to education; providing for statewide 
  1.3             testing; appropriating money; proposing coding for new 
  1.4             law in Minnesota Statutes, chapter 123. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [123.98] [STATEWIDE TESTING.] 
  1.7      Subdivision 1.  [TEST.] Each school year, all school 
  1.8   districts shall give a test selected by the commissioner to all 
  1.9   pupils in grades three, five, and eight.  The test shall be 
  1.10  given in the spring of each year consistent with the guidelines 
  1.11  established by the commissioner.  The test shall measure 
  1.12  academic achievement in core subject areas and shall be 
  1.13  referenced to national achievement standards.  This test shall 
  1.14  be given in addition to the graduation standards test developed 
  1.15  under section 121.11, subdivision 7c.  This test is not a 
  1.16  graduation requirement for a student. 
  1.17     Subd. 2.  [REPORT.] Each year, the results of the testing 
  1.18  shall be reported by site and shall be included in the report 
  1.19  required under section 123.972, subdivision 5. 
  1.20     Sec. 2.  [APPROPRIATION.] 
  1.21     Subdivision 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND 
  1.22  LEARNING.] The sum indicated in this section is appropriated 
  1.23  from the general fund to the department of children, families, 
  1.24  and learning for the fiscal year designated. 
  1.25     Subd. 2.  [STATEWIDE TESTING.] For the administration of 
  2.1   statewide testing under section 1:
