  1.1                          A bill for an act
  1.2             relating to the Minnesota board on aging; providing 
  1.3             flexibility for area agencies on aging in the use of 
  1.4             senior nutrition funds; appropriating money; proposing 
  1.5             coding for new law in Minnesota Statutes, chapter 256. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [256.9750] [SENIOR NUTRITION PROGRAMS.] 
  1.8      Subdivision 1.  [PROGRAM GOALS.] It is the goal of senior 
  1.9   nutrition programs to support the physical and mental health of 
  1.10  seniors living in the community by: 
  1.11     (1) promoting nutrition programs that serve senior citizens 
  1.12  in their homes and communities; and 
  1.13     (2) providing, within the limit of funds available, the 
  1.14  support services that will enable the senior citizen to access 
  1.15  nutrition programs in the most cost-effective and efficient 
  1.16  manner. 
  1.17     Subd. 2.  [AUTHORITY.] The Minnesota board on aging shall 
  1.18  allocate the federal and state funds which are received for 
  1.19  senior nutrition programs in a manner consistent with federal 
  1.20  requirements and the requirements of this section.  Funds shall 
  1.21  be used to support congregate dining sites and home-delivered 
  1.22  meals and may be used for nutrition support services authorized 
  1.23  by subdivision 3. 
  1.24     Subd. 3.  [NUTRITION SUPPORT SERVICES.] Up to ten percent 
  1.25  of the state money allocated annually to an area agency on aging 
  2.1   for nutrition programs may be used at the option of the area 
  2.2   agency for the following nutrition support services: 
  2.3      (1) transportation of home-delivered meals and purchased 
  2.4   food and medications to the residence of a senior citizen; 
  2.5      (2) vouchers for food purchases at supermarkets and 
  2.6   selected restaurants; 
  2.7      (3) food stamp outreach; 
  2.8      (4) transportation of seniors to congregate dining sites; 
  2.9   and 
  2.10     (5) other appropriate services which support senior 
  2.11  nutrition programs. 
  2.12     Sec. 2.  [SUPPLEMENTAL APPROPRIATION.] 
  2.13     $....... is appropriated to the Minnesota board on aging 
  2.14  for the fiscal year ending June 30, 1997, for the purposes of 
  2.15  funding senior nutrition programs and nutrition support services 
  2.16  under Minnesota Statutes, section 256.9750.  This appropriation 
  2.17  is in addition to money already appropriated for senior 
  2.18  nutrition programs in Laws 1995, chapter 207, article 1, section 
  2.19  2, subdivision 3.
