  1.1                          A bill for an act 
  1.2             relating to state government; modifying provisions 
  1.3             relating to appointment of members of the iron range 
  1.4             resources and rehabilitation board; amending Minnesota 
  1.5             Statutes 1998, section 298.22, subdivision 2. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 298.22, 
  1.8   subdivision 2, is amended to read: 
  1.9      Subd. 2.  [IRON RANGE RESOURCES AND REHABILITATION BOARD.] 
  1.10  There is hereby created the iron range resources and 
  1.11  rehabilitation board, consisting of 11 members, five ten of whom 
  1.12  are state senators appointed by the subcommittee on committees 
  1.13  of the rules committee of the senate, and five of whom are 
  1.14  representatives, appointed by the speaker of the house of 
  1.15  representatives.  The members shall be appointed in January of 
  1.16  every odd-numbered year governor, with advice and consent of the 
  1.17  senate.  Terms, removal, compensation, and filling of vacancies 
  1.18  are governed by section 15.0575.  No more than six members of 
  1.19  the board may support the same political party.  The 11th member 
  1.20  of the board is the commissioner of natural 
  1.21  resources.  Vacancies on the board shall be filled in the same 
  1.22  manner as the original members were chosen.  At least a majority 
  1.23  of the legislative All members of the board shall be elected 
  1.24  from state senatorial or legislative districts in which over 50 
  1.25  percent of the residents other than the commissioner of natural 
  2.1   resources must reside within a tax relief area as defined in 
  2.2   section 273.134.  All expenditures and projects made by the 
  2.3   commissioner of iron range resources and rehabilitation shall 
  2.4   first be submitted to the iron range resources and 
  2.5   rehabilitation board for approval by at least eight board 
  2.6   members of expenditures and projects for rehabilitation purposes 
  2.7   as provided by this section, and the method, manner, and time of 
  2.8   payment of all funds proposed to be disbursed shall be first 
  2.9   approved or disapproved by the board.  The board shall 
  2.10  biennially make its report to the governor and the legislature 
  2.11  on or before November 15 of each even-numbered year.  The 
  2.12  expenses of the board shall be paid by the state from the funds 
  2.13  raised pursuant to this section. 
  2.14     Sec. 2.  [EFFECTIVE DATE.] 
  2.15     Section 1 is effective July 1, 1999.
