  1.1                          A bill for an act 
  1.2             relating to capital improvements; modifying match 
  1.3             requirements for a grant; amending Laws 1998, chapter 
  1.4             404, section 7, subdivision 26. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Laws 1998, chapter 404, section 7, subdivision 
  1.7   26, is amended to read: 
  1.8   Subd. 26.  Local Initiative Grants                    8,000,000 
  1.9   For matching grants to be provided to 
  1.10  local units of government for 
  1.11  acquisition, development, or renovation 
  1.12  of a capital nature of local parks, 
  1.13  trails, and natural and scenic areas.  
  1.14  Recipients must provide a match of at 
  1.15  least one-half of total eligible 
  1.16  project costs.  The commissioner shall 
  1.17  make payment to local units of 
  1.18  government upon receiving documentation 
  1.19  of reimbursable expenditures.  The 
  1.20  commissioner shall determine project 
  1.21  priorities as appropriate based upon 
  1.22  need. 
  1.23  $3,500,000 of this appropriation is for 
  1.24  grants to units of government to 
  1.25  acquire and develop outdoor recreation 
  1.26  areas, and for grants to units of 
  1.27  government to acquire and better 
  1.28  natural and scenic areas under 
  1.29  Minnesota Statutes, section 85.019, 
  1.30  subdivision 4a.  
  1.31  $1,000,000 of this appropriation is for 
  1.32  cooperative trail grants of up to 
  1.33  $50,000 per project to acquire or 
  1.34  construct trail linkages between 
  1.35  communities, trails, and parks. 
  1.36  $3,500,000 of this appropriation is for 
  1.37  trail grants for the following locally 
  1.38  funded publicly owned trails serving 
  2.1   multiple communities:  $1,400,000 for 
  2.2   Beaver Island Trail in Stearns County, 
  2.3   $1,400,000 for Skunk Hollow Trail in 
  2.4   Yellow Medicine and Chippewa Counties, 
  2.5   and $700,000 for Unity Trail in 
  2.6   Faribault County.  The grant for Beaver 
  2.7   Island Trail in Stearns County is 
  2.8   available in the manner and the order 
  2.9   that follows:  $500,000 is available 
  2.10  upon commitment of an equal amount from 
  2.11  nonstate sources, $152,000 is available 
  2.12  upon contribution of an equal amount 
  2.13  from local governments, $374,000 is 
  2.14  available upon commitment of an equal 
  2.15  amount from nonstate sources, and the 
  2.16  balance of $374,000 is available upon 
  2.17  commitment of an equal amount from 
  2.18  nonstate sources. 
  2.19     Sec. 2.  [EFFECTIVE DATE.] 
  2.20     Section 1 is effective the day following final enactment.
