  1.1                          A bill for an act
  1.2             relating to public assistance programs; prohibiting 
  1.3             electronic benefit transfer transactions at terminals 
  1.4             in gambling establishments; proposing coding for new 
  1.5             law in Minnesota Statutes, chapter 256. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [256.9865] [ELECTRONIC BENEFIT TRANSACTIONS; 
  1.8   LIMITATIONS.] 
  1.9      For purposes of this section an "electronic benefit 
  1.10  transfer (EBT) card" means a financial transaction card, as 
  1.11  defined in section 609.821, subdivision 1, that has been issued 
  1.12  by a governmental agency or its designee, for use by a 
  1.13  cardholder to obtain a public assistance benefit, as that term 
  1.14  is defined in section 609.821, subdivision 1, clause (e).  The 
  1.15  commissioner of human services shall make all necessary changes 
  1.16  to ensure that terminals located in gambling casinos, licensed 
  1.17  racetracks, or any other establishment that derives more than 50 
  1.18  percent of its gross revenues from gambling, cannot be used by 
  1.19  EBT cardholders to secure funds.  
  1.20     Sec. 2.  [EFFECTIVE DATE.] 
  1.21     Section 1 is effective the day after final enactment.
