A bill for an act
relating to health care; establishing a prostate cancer screening program;
appropriating money; proposing coding for new law in Minnesota Statutes,
chapter 144.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin Establishment. new text end

new text begin The commissioner of health shall develop and
implement a prostate cancer screening program to provide screening services for prostate
cancer as an early detection health care measure.

new text begin Subd. 2. new text end

new text begin Eligibility. new text end

new text begin To be eligible for the program, an applicant must:
new text end

new text begin (1) be 50 years of age or older;
new text end

new text begin (2) not be eligible for medical assistance, general assistance medical care,
MinnesotaCare, or Medicare;
new text end

new text begin (3) not be covered under creditable coverage, as defined under United States Code,
title 42, section 1396a(aa); and
new text end

new text begin (4) have a gross family income equal to or less than 200 percent of federal poverty
guidelines.

new text begin Services. new text end

new text begin (a) Services provided under this program shall be limited to:
new text end

new text begin (1) screening procedures, including prostate specific antigen blood tests and digital
rectal examinations; and
new text end

new text begin (2) diagnostic services, including biopsies, if needed.

new text begin (b) If a positive diagnosis is made, the program must provide assistance in obtaining
necessary medical treatment.

new text begin Subd. 4. new text end

new text begin Outreach. new text end

new text begin The commissioner shall collaborate with public and private
entities to develop outreach activities to provide awareness of the prostate cancer screening
program and the importance of early screening.

new text begin Reimbursements. new text end

new text begin Services provided under this program shall be
reimbursed at the medical assistance rate established under chapter 256B.

new text begin Evaluation. new text end

new text begin The commissioner shall submit an annual evaluation of the
program to the legislature beginning January 15, 2009. The evaluation shall include:

new text begin (1) the number of individuals who applied for the program;
new text end

new text begin (2) the number of individuals who were screened;
new text end

new text begin (3) demographic information regarding the recipients of services, including race,
county of residence, income, and age; and
new text end

new text begin (4) the number of individuals diagnosed with cancer after having been screened,
including the stage and grade of prostate cancer diagnosed.

Sec. 2. new text begin APPROPRIATION.

new text begin $....... is appropriated for the biennium beginning July 1, 2007, from the general
fund to the commissioner of health to implement the prostate cancer screening program
established under section 1.
