  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             to establish a veterans nursing home on the Willmar 
  1.4             Regional Treatment Center campus; authorizing the sale 
  1.5             of state bonds. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [WILLMAR VETERANS NURSING HOME.] 
  1.8      Subdivision 1.  [APPROPRIATION.] $3,553,000 is appropriated 
  1.9   from the bond proceeds fund to the board of directors of the 
  1.10  Minnesota veterans homes to develop a veterans nursing home on 
  1.11  the Willmar Regional Treatment Center campus by: 
  1.12     (1) establishing a 60-bed skilled nursing facility in the 
  1.13  medical treatment center, and conducting related remodeling of 
  1.14  the center that includes replacement of windows and bedroom and 
  1.15  bathroom doors and construction of a new entrance and visitation 
  1.16  area, additional patient living and activities areas, and 
  1.17  additional resident bathrooms; and 
  1.18     (2) establishing a 36-bed supervised living facility in 
  1.19  cottage 14 for a veterans geriatric behavioral program, and 
  1.20  conducting related remodeling. 
  1.21     Subd. 2.  [BOND SALE.] To provide the money appropriated in 
  1.22  this act from the bond proceeds fund, the commissioner of 
  1.23  finance shall sell and issue bonds of the state in an amount up 
  1.24  to $3,553,000 in the manner, upon the terms, and with the effect 
  1.25  prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, 
  2.1   and by the Minnesota Constitution, article XI, sections 4 to 7. 
  2.2      Sec. 2.  [EFFECTIVE DATE.] 
  2.3      Section 1 is effective the day following final enactment.
