  1.1                          A bill for an act 
  1.2             relating to appropriations; providing funding for 
  1.3             public radio; appropriating money. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5   Section 1.  [PUBLIC RADIO; 
  1.6   APPROPRIATION.] 
  1.7   $....... is appropriated to the 
  1.8   commissioner of administration from the 
  1.9   general fund for the biennium ending 
  1.10  June 30, 2001, for the purposes of this 
  1.11  section and as allocated by this 
  1.12  section. 
  1.13  $....... the first year and $....... 
  1.14  the second year are for community 
  1.15  service grants to public educational 
  1.16  radio stations, which must be allocated 
  1.17  after considering the recommendations 
  1.18  of the Association of Minnesota Public 
  1.19  Educational Radio Stations under 
  1.20  Minnesota Statutes, section 129D.14. 
  1.21  $....... the first year and $....... 
  1.22  the second year are a one-biennium 
  1.23  appropriation and must not be included 
  1.24  in the budget base for the next 
  1.25  biennium.

  1.28  grants to public radio stations.

  1.34  allocated after considering the 
  1.35  recommendations of the Association of 
  1.36  Minnesota Public Educational Radio 
  1.37  Stations and Minnesota Public Radio, 
  1.38  Inc. 
  1.39  If an appropriation for either year for 
  1.40  grants to public radio stations is not 
  2.1   sufficient, the appropriation for the 
  2.2   other year is available for it. 
  2.3   Before receiving funding under this 
  2.4   section, each public radio station or 
  2.5   network that is to receive funding must 
  2.6   agree to submit a report to the 
  2.7   commissioner.  The report must list all 
  2.8   sources of revenue for the station or 
  2.9   network and any for-profit 
  2.10  subsidiaries.  This must include all 
  2.11  federal, state, or local funds 
  2.12  received; private and corporate gifts, 
  2.13  grants, and other donations, including 
  2.14  conditions placed on their use; 
  2.15  investment earnings; and a programming 
  2.16  list.  This report must be submitted 
  2.17  annually beginning in 2000.  Each 
  2.18  report must cover the previous year.
