A bill for an act
relating to capital investment; appropriating money for expansion and renovation
of the Perspectives Family Center facility in St. Louis Park; authorizing the sale
and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $4,500,000 is appropriated from the bond proceeds fund
to the commissioner of human services for a grant to the city of St. Louis Park to construct,
furnish, and equip the expansion and renovation of the existing Perspectives Family Center
facility in St. Louis Park. The expanded and renovated facility must be used to promote the
public welfare by providing any or all of the following programs and services: (1) supportive
housing programs for homeless women and their children; (2) mental and chemical health
programs; (3) employment services; (4) academic, social skills, and nutritional programs
for homeless and at-risk children; (5) an all-day therapeutic early childhood development
program for homeless and at-risk children; and (6) a culturally sensitive safe and nurturing
environment for at-risk children to meet with their nonresidential parents.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $4,500,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
