  1.1                          A bill for an act 
  1.2             relating to capital improvements; providing for 
  1.3             transitional housing for felons; authorizing spending 
  1.4             to acquire and better public land and buildings and 
  1.5             other public improvements of a capital nature; 
  1.6             requiring a report; authorizing issuance of bonds; 
  1.7             appropriating money. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [APPROPRIATION; PLANNING.] 
  1.10     $....... is appropriated in fiscal year 2000 from the 
  1.11  general fund to the commissioner of corrections for planning for 
  1.12  the development of six residential homes to provide transitional 
  1.13  housing for felons in Hennepin, Ramsey, Stearns, Olmsted, St. 
  1.14  Louis, and Marshall counties.  The commissioner shall report to 
  1.15  the chairs of the house judiciary finance committee and the 
  1.16  senate crime prevention and judiciary budget division by January 
  1.17  30, 2000, with recommendations as to site locations for the six 
  1.18  homes and capital needs to acquire or construct the facilities. 
  1.19     Sec. 2.  [APPROPRIATION; CONSTRUCTION.] 
  1.20     $....... is appropriated from the bond proceeds fund to the 
  1.21  commissioner of administration to design, construct, furnish, 
  1.22  and equip six residential homes in Hennepin, Ramsey, Stearns, 
  1.23  Olmsted, St. Louis, and Marshall counties to provide 
  1.24  transitional housing for felons, subject to the requirements of 
  1.25  Minnesota Statutes, section 16A.695. 
  1.26     Sec. 3.  [BOND SALE.] 
  2.1      To provide the money appropriated in section 2 from the 
  2.2   bond proceeds fund, the commissioner of finance, on request of 
  2.3   the governor, shall sell and issue bonds of the state in an 
  2.4   amount up to $....... in the manner, on the terms, and with the 
  2.5   effect prescribed by Minnesota Statutes, sections 16A.631 to 
  2.6   16A.675, and by the Minnesota Constitution, article XI, sections 
  2.7   4 to 7. 
  2.8      Sec. 4.  [EFFECTIVE DATE.] 
  2.9      Sections 2 and 3 are effective July 1, 2000.
