  1.1                          A bill for an act 
  1.2             relating to natural resources; appropriating money for 
  1.3             conservation easements; authorizing the sale of state 
  1.4             bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $23,200,000 is appropriated to the Board of Water and Soil 
  1.8   Resources for the conservation reserve enhancement program.  
  1.9   $20,000,000 of the amount is appropriated from the bond proceeds 
  1.10  fund.  Notwithstanding Minnesota Statutes, section 103F.515, 
  1.11  subdivision 2, paragraph (e), the money from the bond proceeds 
  1.12  fund shall be used for acquisition of 35-year easements, except 
  1.13  that wetland restorations, limited to 20 percent of the total 
  1.14  easements acquired, must be permanent easements as required 
  1.15  under Minnesota Statutes, section 103F.515, subdivision 5, 
  1.16  clause (3), and 5,000 acres of permanent easements may be 
  1.17  purchased in the Red River watershed area for flood control 
  1.18  efforts.  $3,200,000 of the amount is appropriated from the 
  1.19  general fund and may be used for technical or professional 
  1.20  services to acquire easements and implement easement 
  1.21  conservation practices.  The money appropriated from the general 
  1.22  fund is available until expended. 
  1.23     Sec. 2.  [BOND SALE.] 
  1.24     To provide the money appropriated from the bond proceeds 
  1.25  fund under section 1, the commissioner of finance shall sell and 
  2.1   issue bonds of the state in an amount up to $20,000,000 in the 
  2.2   manner, upon the terms, and with the effect prescribed by 
  2.3   Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  2.4   Minnesota Constitution, article XI, sections 4 to 7. 
  2.5      Sec. 3.  [EFFECTIVE DATE.] 
  2.6      Sections 1 and 2 are effective the day following final 
  2.7   enactment.
