A bill for an act
relating to arts and cultural heritage; establishing a grant program for historic
sites; appropriating money; proposing coding for new law in Minnesota Statutes,
chapter 138.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin The history
education learning program (HELP) is established to augment the preservation of historic
sites in Minnesota with funding from the arts and cultural heritage fund created by the
Minnesota Constitution, article XI, section 15.

new text begin Eligible projects. new text end

new text begin (a) HELP funding must be for one or more of the
following purposes:

new text begin (1) code compliance at a historic site, including, but not limited to, health and safety,
Americans with Disabilities Act requirements, hazardous material abatement, access
improvement, or air quality improvement;

new text begin (2) building, grounds, or infrastructure repairs or maintenance necessary to preserve
or protect the historic site; or
new text end

new text begin (3) capital improvements or modernization for interactive, interpretive, or cultural
purposes at a historic site.

new text begin (b) Up to ten percent of an appropriation awarded under this section may be used for
design and administrative costs.

subdivision is for state-owned historic sites and must be used for the purposes described in
subdivision 2.

Minnesota Historical Society may make HELP grants to political subdivisions and county
or local historical societies to pay up to 50 percent of the costs of eligible projects
described in subdivision 2. The political subdivision or county or local historical society
receiving a grant must provide for the remainder of the costs of the project.

new text begin (a) The Minnesota Historical
Society shall establish criteria for prioritizing HELP projects.

new text begin (b) By January 15 of each year, the Minnesota Historical Society shall submit
a prioritization plan to the chairs and ranking minority members of the house of
representatives and senate committees and divisions with jurisdiction over arts and
cultural heritage finance. The prioritization plan must separately prioritize projects under
subdivisions 3 and 4, and it must include, without limitation, a list of the projects that have
been paid for during the preceding calendar year with HELP funding, a prioritized list of
projects for which HELP funding will be sought during the next ten fiscal years, and a
summary of the need and estimated costs for each project.
