A bill for an act
relating to energy assistance; transferring the balance in the renewable development
account to be used for low-income home energy assistance payments; transferring
money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin LOW-INCOME HOME ENERGY ASSISTANCE PROGRAM;
TRANSFER.

new text begin (a) The balance remaining in the renewable development account established under
Minnesota Statutes, section 116C.779, subdivision 1, as of the effective date of this act is
transferred to the commissioner of commerce to provide additional heating assistance through
the low-income home energy assistance program under United States Code, title 42, sections
8621 to 8630, and Minnesota Statutes, section 216C.02, subdivision 1. No more than five
percent of this appropriation may be used for expenses to administer the program. Any
unspent balance available on June 30, 2021, cancels to the renewable development account.

or other funding that exists or is otherwise available for heating assistance in Minnesota.

consistent with the requirements of the federal low-income home energy assistance program
under United States Code, title 42, sections 8621 to 8630.
