  1.1                          A bill for an act
  1.2             relating to airport noise; requiring the metropolitan 
  1.3             airports commission to study and propose restrictions 
  1.4             on certain stage 3 aircraft use of the Minneapolis-St. 
  1.5             Paul International Airport. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [MAC STUDY; REPORT.] 
  1.8      The metropolitan airports commission shall study the 
  1.9   feasibility of restricting stage 3 aircraft use of the 
  1.10  Minneapolis-St. Paul International Airport in order to reduce 
  1.11  the adverse noise impacts of the airport on the surrounding 
  1.12  communities.  The commission shall establish an advisory task 
  1.13  force to assist the commission in determining the commission's 
  1.14  options and the process required under federal law, and 
  1.15  likelihood of success in reducing aircraft noise in the 
  1.16  surrounding communities if stage 3 aircraft access is 
  1.17  restricted.  The task force must include representatives of each 
  1.18  of the municipalities adjacent to the airport.  The commission 
  1.19  shall report to the legislature by February 1, 2000, on the 
  1.20  results of the study and what actions the commission will take. 
  1.21     Sec. 2.  [EFFECTIVE DATE; APPLICATION.] 
  1.22     This act is effective the day following final enactment and 
  1.23  applies in the counties of Anoka, Carver, Dakota, Hennepin, 
  1.24  Ramsey, Scott, and Washington.
