  1.1                          A bill for an act 
  1.2             relating to a new sports stadium; creating a task 
  1.3             force to study stadiums; mandating issues to be 
  1.4             studied; imposing a deadline; inviting proposals; 
  1.5             requiring a report. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [TASK FORCE; FOOTBALL STADIUM REVIEW.] 
  1.8      Subdivision 1.  [CREATION.] A task force is created to 
  1.9   study issues related to proposals by interested parties to 
  1.10  construct a new sports facility or renovate an existing football 
  1.11  facility.  The task force shall limit its study to proposals for 
  1.12  creating a joint facility for college and professional football 
  1.13  and/or soccer on the Twin Cities campus of the University of 
  1.14  Minnesota or renovating an existing sports facility.  The task 
  1.15  force shall report to the governor and the legislature.  The 
  1.16  task force shall have the following membership: 
  1.17     (1) the chair of the house of representatives governmental 
  1.18  operations and veterans affairs policy committee, and two other 
  1.19  members of the Minnesota house of representatives, appointed by 
  1.20  the speaker of the house, with one from the majority party and 
  1.21  one from the largest minority party; 
  1.22     (2) three members of the Minnesota senate, appointed by the 
  1.23  subcommittee on committees of the committee on rules and 
  1.24  administration, with two from the majority party and one from 
  1.25  the largest minority party; 
  2.1      (3) five members appointed by the governor, two of whom 
  2.2   must be residents of a city under consideration for the facility 
  2.3   and at least one of whom shall represent the views of those who 
  2.4   are opposed to either direct state appropriations or tax 
  2.5   incentives for new stadium construction; 
  2.6      (4) two members appointed by the University of Minnesota 
  2.7   board of regents; 
  2.8      (5) two representatives of business interests, one 
  2.9   appointed by the speaker of the house and one by the 
  2.10  subcommittee on committees of the committee on rules and 
  2.11  administration of the senate; and 
  2.12     (6) two representatives of labor interests, one appointed 
  2.13  by the speaker of the house and one by the subcommittee on 
  2.14  committees of the committee on rules and administration of the 
  2.15  senate. 
  2.16     Subd. 2.  [ORGANIZATION OF TASK FORCE.] Appointing 
  2.17  authorities and the task force shall comply with the following 
  2.18  requirements: 
  2.19     (1) each appointing authority shall make all appointments 
  2.20  required under this act by June 15, 2001; 
  2.21     (2) the task force shall meet within 15 days of the 
  2.22  completion date for all appointments under this act, at a date 
  2.23  and place determined by the governor, and shall meet thereafter 
  2.24  at the call of the chair; 
  2.25     (3) each appointing authority shall use all possible 
  2.26  efforts to create a geographical balance among the membership in 
  2.27  order to represent all regional interests of the state; 
  2.28     (4) the chair shall be elected by the members of the task 
  2.29  force at their first meeting; and 
  2.30     (5) task force members may receive appropriate per diem and 
  2.31  expenses associated with their work from nonstate funds. 
  2.32     Subd. 3.  [STUDY MANDATE.] The task force shall issue a 
  2.33  report on all matters under the purview of the task force, by 
  2.34  October 31, 2001.  In evaluating proposals for construction of a 
  2.35  joint facility on the Twin Cities campus of the University of 
  2.36  Minnesota, the task force must study the following issues: 
  3.1      (1) issues associated with the design, construction, and 
  3.2   operation of a joint football and/or soccer facility on the Twin 
  3.3   Cities campus of the University of Minnesota, including, but not 
  3.4   limited to, unique or conflicting programmatic requirements of a 
  3.5   joint facility, revenue generating opportunities, opportunities 
  3.6   for joint marketing, governance, and day-to-day operational 
  3.7   management of the facility, parking, infrastructure and 
  3.8   transportation impacts, neighborhood and community concerns, and 
  3.9   methods to mitigate these issues, direct and indirect economic 
  3.10  benefits, opportunities for leveraging other business 
  3.11  development, long-term financial viability, opportunities for 
  3.12  nonfootball events, and analysis of comparable projects at other 
  3.13  Big Ten and Division I NCAA schools; 
  3.14     (2) financial considerations and options associated with 
  3.15  stadium construction in Minnesota and elsewhere, including 
  3.16  methods used to finance and construct facilities, arenas, and 
  3.17  associated development; 
  3.18     (3) examples in other states of stadiums jointly shared 
  3.19  between an academic institution and a professional sports 
  3.20  franchise; and 
  3.21     (4) methods used to construct, finance, and operate new 
  3.22  football stadiums for professional sports use. 
  3.23     Subd. 4.  [SUBMISSIONS TO TASK FORCE.] (a) Any interested 
  3.24  party may submit a proposal for review by the task force, prior 
  3.25  to August 1, 2001.  Such proposals shall be the subject of the 
  3.26  report required under subdivision 3.  As an alternative, the 
  3.27  task force may choose to evaluate each proposal as a separate 
  3.28  chapter in the overall report.  The task force shall review any 
  3.29  proposal and report to the legislature and governor by October 
  3.30  31, 2001, on the merits of the proposal, including the financing 
  3.31  that might be necessary to complete the proposed stadium.  The 
  3.32  report shall include the dissenting views of commission members, 
  3.33  if any, relating to the evaluation or rejection of any specific 
  3.34  proposal.  The task force may reject any proposal it deems to be 
  3.35  incomplete or untenable. 
  3.36     (b) At a minimum, any proposal to the task force must 
  4.1   include the following: 
  4.2      (1) a credible estimate of total costs of the proposal, 
  4.3   including construction, land, adjacent parking, and other costs; 
  4.4      (2) an analysis that a substantial market exists for the 
  4.5   sport proposed for the given stadium; 
  4.6      (3) a stipulation by potential users of the proposed 
  4.7   stadium that each user would cooperate if such a stadium were 
  4.8   constructed; 
  4.9      (4) a financing plan that identifies adequate funding 
  4.10  sources for construction, operation, and upkeep of the stadium, 
  4.11  including at least a $150,000,000 contribution from privately 
  4.12  raised funds; and 
  4.13     (5) a proposed site, or an appropriate site selection 
  4.14  process. 
  4.15     (c) The task force shall report on the forms and amounts of 
  4.16  financial assistance necessary to complete each submitted 
  4.17  proposal.  The report shall include all other information and 
  4.18  recommendations deemed necessary by the task force. 
  4.19     Subd. 5.  [RENOVATION OF EXISTING FACILITIES.] The 
  4.20  metropolitan sports facilities commission may submit a proposal 
  4.21  for the renovation of the Hubert H. Humphrey Metrodome.  The 
  4.22  task force shall compare any proposal it receives for new 
  4.23  stadium construction with the plan for the renovation of the 
  4.24  Metrodome, weighing the merits of each proposal, including but 
  4.25  not limited to the estimated total costs, including land and 
  4.26  improvements, the proposed finance plan for construction and 
  4.27  operation, the public benefits gained or lost, compatability 
  4.28  with the programmatic requirements of the University of 
  4.29  Minnesota and a professional football team, and the amount of 
  4.30  public financial assistance required.  The task force's 
  4.31  comparison under this subdivision shall be included in any 
  4.32  report it issues under subdivision 4. 
  4.33     Sec. 2.  [FUNDING.] 
  4.34     The task force created under this act shall be funded by 
  4.35  private sources as long as those sources are not principals in 
  4.36  any proposed stadium. 
  5.1      Sec. 3.  [EFFECTIVE DATE; SUNSET.] 
  5.2      This bill is effective the day after final enactment.  The 
  5.3   task force created under this act shall cease operation upon 
  5.4   submission of a final report to the legislature and governor.
