A bill for an act
relating to state lands; authorizing sales of certain tax-forfeited lands in St. Louis
County; providing procedure for sale of certain noncompliant tax-forfeited land
on Minnesota Point in Duluth.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin PRIVATE SALE OF TAX-FORFEITED LAND; ST. LOUIS COUNTY.

new text begin (a) Notwithstanding the public sale provisions of Minnesota Statutes, chapter 282,
or other law to the contrary, St. Louis County may sell by private sale the tax-forfeited
lands described in paragraph (c).

new text begin (b) The conveyance must be in a form approved by the attorney general. The attorney
general may make changes to the land descriptions to correct errors and ensure accuracy.

new text begin (c) The lands to be sold are located in St. Louis County and are described as:

new text begin (1) Lots 1 to 4, Block 4, Atlantic Ave. Addition to Duluth;

new text begin (2) Lots 5 to 7, Bay View Addition to Duluth No. 2;

St. Louis County may sell the tax-forfeited lands bordering public water that are described
in paragraph (c) under the remaining provisions of Minnesota Statutes, chapter 282.

Sec. 4. new text begin SALE OF NONCOMPLIANT TAX-FORFEITED LAND ON
MINNESOTA POINT, DULUTH.

new text begin Notwithstanding Minnesota Statutes, section 282.01, subdivision 7a, tax-forfeited
land located on Minnesota Point in Duluth, which cannot be improved because of
noncompliance with local ordinances regarding minimum area, shape, frontage, or access,
may, at the discretion of the St. Louis County auditor, be offered and sold by the county
auditor to any single, specific adjoining or adjacent landowner without notifying or
offering to sell to all adjoining or adjacent landowners.
