  1.1                          A bill for an act 
  1.2             relating to education; providing for storage and 
  1.3             retention of certain documents by the board of 
  1.4             trustees of the Minnesota state colleges and 
  1.5             universities; authorizing the granting of easements 
  1.6             over board land; authorizing certain minor capital 
  1.7             projects and repairs by the board without specific 
  1.8             legislative authority; amending Minnesota Statutes 
  1.9             1998, sections 136F.36, by adding a subdivision; 
  1.10            136F.60, by adding a subdivision; and 136F.64, by 
  1.11            adding a subdivision. 
  1.12  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.13     Section 1.  Minnesota Statutes 1998, section 136F.36, is 
  1.14  amended by adding a subdivision to read: 
  1.15     Subd. 4.  [STORAGE AND RETENTION OF DOCUMENTS.] 
  1.16  Notwithstanding section 16A.58, the board may store and retain 
  1.17  at the respective technical college original documents from 
  1.18  carpentry program transactions, including but not limited to 
  1.19  deeds, abstracts of title, and certificates of title. 
  1.20     Sec. 2.  Minnesota Statutes 1998, section 136F.60, is 
  1.21  amended by adding a subdivision to read: 
  1.22     Subd. 3.  [EASEMENTS.] The board may grant permanent or 
  1.23  temporary easements over, under, or across any land under its 
  1.24  jurisdiction for reasonable purposes determined by the board.  
  1.25  These may include such purposes as installing telephone or power 
  1.26  lines, laying cable or wiring, and installing pipelines.  
  1.27  Easements may not be granted for constructing streets or roads 
  1.28  without specific legislative authorization. 
  2.1      Sec. 3.  Minnesota Statutes 1998, section 136F.64, is 
  2.2   amended by adding a subdivision to read: 
  2.3      Subd. 4.  [MINOR PROJECTS.] Minor capital projects and 
  2.4   repairs do not require specific legislative authority if they 
  2.5   have a project cost not exceeding $250,000. 
  2.6      The chairs of the finance committee in the senate, and the 
  2.7   ways and means and capital investment committees of the house, 
  2.8   must be notified in writing before the board incurs any 
  2.9   contractual obligations for projects under this subdivision that 
  2.10  cost more than $100,000.
