  1.1                          A bill for an act 
  1.2             relating to education; providing for validation of 
  1.3             school district superintendent employment contracts; 
  1.4             amending Minnesota Statutes 2002, section 123B.143, by 
  1.5             adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 123B.143, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 3.  [CONTRACT VALIDITY.] Each initial or subsequent 
  1.10  employment contract or amendment to a contract for any person 
  1.11  employed by a board as a superintendent shall be valid only if: 
  1.12     (1) it is approved as a separate agenda item by a majority 
  1.13  of the board on a recorded vote during a regularly scheduled 
  1.14  meeting held in an ordinary location for board meetings; and 
  1.15     (2) prior to approval under this subdivision, the school 
  1.16  board provides a report with the proposed contract that projects 
  1.17  any and all costs to the school district as a result of the 
  1.18  provisions of the contract.  The projections must be complete 
  1.19  and reasonable.  All projections and calculations must be made 
  1.20  available to the public, at least one month prior to and at the 
  1.21  meeting where the contract is considered, in a manner consistent 
  1.22  with state law on public notice and access to public data.
