relating to health; appropriating money for school-based health clinics.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $250,000 in fiscal year 2022 and $250,000 in fiscal year
2023 are appropriated from the general fund to the commissioner of health for a grant to
the Minnesota School-Based Alliance for grants to:

new text begin (1) ensure that entities providing School-Based Health Center services in public schools
meet and adhere to the basic definition of a School-Based Health Center (SBHC), including
school-linked programming, and meet and adhere to the basic core competencies of the
evidence-based, nationally recognized model of safety net health care;

new text begin (2) participate in state interagency dialogue on school-based and linked health care,
including mental health and behavioral health for school-aged children and youth;
new text end

new text begin (3) participate in the planning and funding of interagency health and education equity
priorities; and
new text end

new text begin (4) develop strategic interagency partnerships among education, health, and human
services stakeholders to strengthen the role of SBHCs as part of existing and emerging
health and education equity programming efforts.

new text begin Definitions. new text end

new text begin (a) For purposes of this section, the following terms have the
meanings given.

new text begin (b) "Comprehensive School-Based Health Center" or "School-Based Health Center"
(SBHC) means a safety net health care delivery model that is in or near a school facility
and that offers comprehensive medical care including preventative and behavioral health
services.

new text begin (c) "Sponsoring organizations or sponsoring facilities" means health care providers,
clinics, outpatient facilities, and nonprofit health care organizations.

new text begin (d) "Minnesota School-Based Health Alliance" means a volunteer run leadership and
advocacy organization, under the umbrella organization Minnesota Community Care, which
is the fiscal agent and is a federally qualified health care center.

new text begin Services provided. new text end

new text begin Services shall be provided to all students within a school's
student membership regardless of ability to pay. A SBHC may extend services to students
from other public schools as well as to associated family members and the community at
large.

new text begin SBHC operation. new text end

new text begin A comprehensive SBHC shall:
new text end

new text begin (1) be administered by a sponsoring facility in partnership with the school. Sponsoring
facilities include hospitals, public health departments, community health centers, nonprofit
health care agencies, foundations, and local academic educational agencies;

new text begin (2) provide primary health services to children and youth through licensed and qualified
health professionals in accordance with federal, state, and local law;
new text end

new text begin (3) when not on school property, have an established relationship to one or more schools
in the community and operate to serve those school students and the surrounding community
when applicable and appropriate; and

new text begin (4) collaborate and consult with one or more partnering organizations to more fully
complement the basic safety net health care services, including the following:

new text begin (i) chronic medical condition management;
new text end

new text begin (ii) mental health counseling;
new text end

new text begin (iii) acute care for illness or injury;
new text end

new text begin (iv) dental care;
new text end

new text begin (v) vision care;
new text end

new text begin (vi) stress management skills;
new text end

new text begin (vii) nutritional counseling;
new text end

new text begin (viii) additional services that address social determinants of health; and
new text end

new text begin (ix) emerging services such as mobile health and telehealth.
