  1.1                          A bill for an act 
  1.2             relating to state and local government; requiring use 
  1.3             of common sense in the writing, interpretation, and 
  1.4             enforcement of rules and regulations; proposing coding 
  1.5             for new law in Minnesota Statutes, chapter 1. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [1.55] [COMMON SENSE REQUIRED.] 
  1.8      All employees of the state executive branch and of local 
  1.9   units of government and all members of the legislature must use 
  1.10  common sense when writing, interpreting, and enforcing laws, 
  1.11  rules, and regulations. 
  1.12     Sec. 2.  [EFFECTIVE DATE.] 
  1.13     Section 1 is effective the day following final enactment.
