  1.1                          A bill for an act 
  1.2             relating to local government; regulating compensation 
  1.3             of local government employees; providing reporting 
  1.4             requirements; amending Minnesota Statutes 1994, 
  1.5             section 43A.17, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1994, section 43A.17, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 9a.  [COMPENSATION OF LOCAL GOVERNMENT EMPLOYEES; 
  1.10  REPORTING REQUIREMENTS.] (a) For purposes of this subdivision, 
  1.11  "employee" means a person who performs services for hire for a 
  1.12  home rule charter city, statutory city, county, town, or school 
  1.13  district.  Employee does not include an independent contractor. 
  1.14     (b) The salary and all other forms of compensation of 
  1.15  employees must be authorized by ordinance, collective bargaining 
  1.16  agreement, or publicly adopted compensation plan.  Compensation 
  1.17  includes salary as defined in subdivision 1, severance pay, 
  1.18  bonuses, stipends, contributions to retirement plans, and all 
  1.19  other benefits.  
  1.20     (c) Home rule charter cities, statutory cities, counties, 
  1.21  towns, and school districts must file copies of all current 
  1.22  compensation plans and collective bargaining agreements with the 
  1.23  bureau of mediation services.  These records are open to public 
  1.24  inspection.  The commissioner of the bureau of mediation 
  1.25  services may establish procedures to implement this reporting 
  2.1   requirement and the other purposes of this subdivision.
