A bill for an act
relating to human services; requiring the commissioner of human services to
establish a Web application to compare prescription drug prices; requiring a
report; appropriating money; amending Minnesota Statutes 2014, section 256.01,
by adding a subdivision.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2014, section 256.01, is amended by adding a
subdivision to read:

The commissioner shall establish,
on the agency's Web site, an online, interactive application that allows consumers to
compare local pharmacy prices for the most commonly filled prescription drugs. The
application must include the usual and customary prices for prescription drugs paid by
consumers without prescription drug coverage, based on regularly updated medical
assistance claims information and prices directly reported and updated by pharmacies
located in Minnesota and border cities. The application must allow consumers to search
for prescription drug prices by drug name and class, and by city, county, and zip code.

$....... in fiscal year 2017 is appropriated from the general fund to the commissioner
of health to contract with Minnesota Community Measurement. The contract shall require
Minnesota Community Measurement to increase the number of procedures, tests, and
services for which average cost information is collected from clinics, medical groups, and
hospitals and made available to the public on the organization's Web site. The contract
must also require that Minnesota Community Measurement make available to the public
on the organization's Web site the volume of procedures, tests, and services provided at
clinics, medical groups, and hospitals for those procedures, tests, and services for which
service volume is related to the quality of care.
