A bill for an act
relating to higher education; requiring a report from the Minnesota State Colleges
and Universities about campus budgets; proposing coding for new law in Minnesota
Statutes, chapter 136F.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [136F.725] CAMPUS BUDGET REPORTS.

new text begin (a) Annually by January 15, the Minnesota State Colleges and Universities must submit
a report on the expenditures of each state college and university to the legislative committees
with jurisdiction over higher education. The report must include information from each
campus budget detailing the spending on items directly related to the instruction of students,
academic support, and other expenditure categories.

new text begin (b) The report due January 15, 2018, must also include historical categorized spending
back to the year 2000 to the extent that data is available.

new text begin (c) Beginning with the report due in 2020, any campus not spending 67 percent or more
of its budget in the student instruction and academic support categories must include in the
report:

new text begin (1) the reasons that this goal could not be met in that year; and

new text begin (2) a plan detailing changes the campus will make to achieve that goal in future years.
