  1.1                          A bill for an act 
  1.2             relating to education; providing funding for the 
  1.3             collaborative urban educator, southeast Asian teacher 
  1.4             licensure, and circles of support in educational 
  1.5             leadership programs; allowing program graduates to 
  1.6             receive additional salary beyond a starting salary; 
  1.7             appropriating money. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [COLLABORATIVE URBAN EDUCATOR AND CIRCLES OF 
  1.10  SUPPORT IN EDUCATIONAL LEADERSHIP PROGRAM FUNDING.] 
  1.11     The following sum is appropriated from the general fund to 
  1.12  the department of children, families, and learning in the fiscal 
  1.13  year designated.  For funding the collaborative urban educator, 
  1.14  southeast Asian teacher licensure, and circles of support in 
  1.15  educational leadership programs: 
  1.16       $2,654,000     .....     2000 
  1.17     Any funds not expended during fiscal year 2000 do not 
  1.18  cancel but remain available in fiscal year 2001. 
  1.19     To the collaborative urban educator program, $670,000 is to 
  1.20  prepare and license math and science teachers, $400,000 is 
  1.21  available to provide program participants with EBD and LD 
  1.22  teaching licenses, and $200,000 is to provide personal and 
  1.23  electronic mentoring, coaching, and technical support. 
  1.24     To the southeast Asian teacher licensure program, 
  1.25  $1,000,000 is to assist southeast Asian teacher candidates 
  1.26  obtain a teaching license. 
  2.1      To the circles of support in educational leadership 
  2.2   program, $384,500 is to assist educators in receiving a master's 
  2.3   or specialist degree or an administrative license. 
  2.4      This appropriation is not available for the administrative 
  2.5   costs of any program. 
  2.6      Sec. 2.  [SALARY CREDIT FOR PRIOR EXPERIENCE AND TRAINING.] 
  2.7      Notwithstanding other law to the contrary, and for purposes 
  2.8   of determining the placement on the salary schedule of a program 
  2.9   graduate under section 1, a school district that employs a 
  2.10  program graduate under section 1 may give additional credit on 
  2.11  the salary schedule for that person's teaching experience and 
  2.12  academic preparation attained while participating in the 
  2.13  program, and also may consider the person's employment 
  2.14  experience and academic preparation attained before enrolling in 
  2.15  a program under section 1. 
  2.16     Sec. 3.  [EFFECTIVE DATE.] 
  2.17     Section 1 is effective July 1, 1999.  Section 2 is 
  2.18  effective for the 1999-2000 school year and thereafter.
