  1.1                          A bill for an act
  1.2             relating to education; expanding the Minnesota State 
  1.3             Colleges and Universities demonstration project to 
  1.4             provide college readiness information to high school 
  1.5             students; requiring a report to the legislature by the 
  1.6             P-16 partnership. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [POSTSECONDARY DEVELOPMENTAL EDUCATION 
  1.9   DEMONSTRATION PROJECT; EXPANSION.] 
  1.10     Subdivision 1.  [EXPANDED DEMONSTRATION PROJECT.] The 
  1.11  chancellor of the Minnesota State Colleges and Universities must 
  1.12  expand the demonstration project authorized in Laws 2001, First 
  1.13  Special Session chapter 1, article 2, section 26, based on an 
  1.14  evaluation of the results and this section.  The expanded 
  1.15  demonstration project informs students and parents on students' 
  1.16  readiness for college, and identifies academic areas in which 
  1.17  students need additional preparation.  School districts may 
  1.18  volunteer to participate in the demonstration project by 
  1.19  administering college readiness assessments to their high school 
  1.20  students.  The chancellor must expand the demonstration project 
  1.21  by increasing the number of districts participating throughout 
  1.22  Minnesota, increasing the number and type of participating MnSCU 
  1.23  institutions, increasing the number of students participating in 
  1.24  the demonstration project, and by identifying and evaluating the 
  1.25  best methods for using the college readiness assessment to 
  1.26  provide college preparation planning information to high school 
  2.1   students. 
  2.2      Subd. 2.  [EXPANDED METHODS.] The chancellor must expand 
  2.3   the options for school districts participating in the 
  2.4   demonstration project to include, but not be limited to, the 
  2.5   following: 
  2.6      (1) offering the assessment to a sample of high school 
  2.7   juniors; 
  2.8      (2) offering the assessment to all or a sample of ninth and 
  2.9   tenth grade students; 
  2.10     (3) offering only the mathematics portion of the assessment 
  2.11  to high school students; and 
  2.12     (4) including a control group in one or more participating 
  2.13  districts. 
  2.14     The chancellor must identify methods to effectively inform 
  2.15  students of academic areas in which they need additional 
  2.16  preparation for college and evaluate the college placement for 
  2.17  all students participating in the demonstration project.  
  2.18     Subd. 3.  [FOLLOW-UP AND RECOMMENDATIONS.] Participating 
  2.19  postsecondary institutions must evaluate the effectiveness of 
  2.20  using the college readiness assessment to inform students and 
  2.21  parents about students' readiness for college and any academic 
  2.22  areas in which the students need additional preparation.  By 
  2.23  January 15, 2006, based on the results of both phases of the 
  2.24  demonstration project, the chancellor must recommend to the 
  2.25  Board of Trustees and the legislature a method for implementing 
  2.26  a statewide assessment tool to inform students on their 
  2.27  readiness for postsecondary education. 
  2.28     Sec. 2.  [P-16 REPORT TO THE LEGISLATURE.] 
  2.29     (a) The Minnesota P-16 Education Partnership, chaired by 
  2.30  the chancellor of the Minnesota State Colleges and Universities, 
  2.31  must report to the legislature on the partnership's strategic 
  2.32  initiatives for P-16 education in Minnesota.  The report must 
  2.33  include findings of projects completed in support of the 
  2.34  partnership's two strategic priorities: 
  2.35     (1) college readiness and transitions; and 
  2.36     (2) teacher quality. 
  3.1      (b) Specifically, the partnership report must address: 
  3.2      (1) the occurrence of and factors leading to developmental 
  3.3   and remedial postsecondary education; 
  3.4      (2) the feasibility of using a single test for 
  3.5   accountability and college placement; and 
  3.6      (3) the compatibility of high school standards and college 
  3.7   entrance requirements. 
  3.8      (c) In addition to transitions from high school to 
  3.9   postsecondary education, the partnership should incorporate 
  3.10  preschool education issues in its priorities for P-16 education 
  3.11  and include in the partnership representatives of preschool 
  3.12  organizations, such as the Minnesota Association for the 
  3.13  Education of Young Children, as members of the partnership.
