  1.1                          A bill for an act 
  1.2             relating to education; appropriating money for a 
  1.3             stability demonstration project. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [STABILITY DEMONSTRATION PROJECT.] 
  1.6      Subdivision 1.  [ESTABLISHMENT.] A demonstration project 
  1.7   involving high mobility schools is established in independent 
  1.8   school district No. 625, St. Paul, to improve student 
  1.9   achievement and to provide a model to other districts with high 
  1.10  mobility schools. 
  1.11     Subd. 2.  [STABILITY ZONE.] The district may create a 
  1.12  stability zone including the attendance areas of the following 
  1.13  elementary schools: 
  1.14     (1) Dayton's Bluff; 
  1.15     (2) Prosperity Heights; 
  1.16     (3) Parkway; 
  1.17     (4) North End; 
  1.18     (5) East Consolidated; 
  1.19     (6) Phalen Lake; and 
  1.20     (7) 740 York Achievement Plus. 
  1.21     The district may provide transportation to students living 
  1.22  within the stability zone to maintain attendance at the same 
  1.23  school.  Transportation provided to a student living within the 
  1.24  stability zone does not obligate the district to provide 
  2.1   transportation to students who are not attending one of the 
  2.2   listed schools in the stability zone. 
  2.3      Subd. 3.  [COMMUNITY-BASED ORGANIZATIONS.] The district may 
  2.4   contract with a community-based human service agency to connect 
  2.5   highly mobile families and families experiencing a housing 
  2.6   crisis to service, including locating affordable housing, 
  2.7   referrals to legal services, and other resources to prevent them 
  2.8   from losing their housing, and assisting families in resolving 
  2.9   issues causing their multiple moves. 
  2.10     Subd. 4.  [STAFF DEVELOPMENT.] The district shall strongly 
  2.11  consider developing and implementing an education campaign 
  2.12  stressing the importance of school stability and the link to 
  2.13  student achievement.  The campaign must include staff education 
  2.14  and parent education. 
  2.15     Sec. 2.  [APPROPRIATION.] 
  2.16     Subdivision 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND 
  2.17  LEARNING.] The following sum is appropriated from the general 
  2.18  fund to the department of children, families, and learning in 
  2.19  the fiscal year indicated. 
  2.20     Subd. 2.  [STABILITY DEMONSTRATION PROJECT.] For a 
  2.21  stability demonstration project in independent school district 
  2.22  No. 625, St. Paul: 
  2.23       $860,000     .....     2000 
  2.24     This appropriation is available until June 30, 2001.  Of 
  2.25  this amount, $460,000 is for a transportation system within the 
  2.26  stability zone; $200,000 is for contracting with a 
  2.27  community-based human services agency; and $200,000 is for 
  2.28  expanding the district's existing title I homeless project.
