  1.1                          A bill for an act 
  1.2             relating to taxation; providing for uses of Rochester 
  1.3             sales and use tax revenues; amending Laws 1998, 
  1.4             chapter 389, article 8, section 43, subdivision 3. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Laws 1998, chapter 389, article 8, section 43, 
  1.7   subdivision 3, is amended to read: 
  1.8      Subd. 3.  [USE OF REVENUES.] Revenues received from the 
  1.9   taxes authorized by subdivisions 1 and 2 must be used by the 
  1.10  city to pay for the cost of collecting and administering the 
  1.11  taxes and to pay for the following projects: 
  1.12     (1) transportation infrastructure improvements including 
  1.13  both highway and airport improvements; 
  1.14     (2) improvements to the civic center complex; 
  1.15     (3) a municipal water, sewer, and storm sewer project 
  1.16  necessary to improve regional ground water quality; and 
  1.17     (4) construction of a regional recreation and sports center 
  1.18  and associated other facilities available for both community and 
  1.19  student use, located at or adjacent to the Rochester center. 
  1.20  The total amount of capital expenditures or bonds for these 
  1.21  projects that may be paid from the revenues raised from the 
  1.22  taxes authorized in this section may not exceed $71,500,000.  
  1.23  The total amount of capital expenditures or bonds for the 
  1.24  project in clause (4) that may be paid from the revenues raised 
  1.25  from the taxes authorized in this section may not exceed 
  2.1   $20,000,000. 
  2.2      Sec. 2. [EFFECTIVE DATE; LOCAL APPROVAL.] 
  2.3      Section 1 is effective the day after the governing body of 
  2.4   Rochester and its chief clerical officer timely complete their 
  2.5   compliance with Minnesota Statutes, section 645.021, 
  2.6   subdivisions 2 and 3.
