  1.1                          A bill for an act 
  1.2             relating to economic development; appropriating money 
  1.3             to reimburse resort owners for economic hardship due 
  1.4             to enforcement of the 1837 Mille Lacs treaty. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      (a) $2,500,000 is appropriated from the general fund to the 
  1.8   commissioner of trade and economic development to reimburse the 
  1.9   resort industry for economic hardship caused by enforcement of 
  1.10  the 1837 Mille Lacs treaty.  The appropriation is available 
  1.11  until June 30, 1998. 
  1.12     (b) A resort owner who operates a resort that is within a 
  1.13  40-mile radius of Lake Mille Lacs and is located within the 
  1.14  designated treaty area is eligible for reimbursement for 
  1.15  economic hardship caused by enforcement of the 1837 Mille Lacs 
  1.16  treaty.  A resort owner must submit evidence by January 1, 1998, 
  1.17  to the commissioner of trade and economic development that 
  1.18  demonstrates economic hardship caused by enforcement of the 1837 
  1.19  Mille Lacs treaty. 
  1.20     (c) The commissioner of trade and economic development 
  1.21  shall develop procedures to prorate and distribute the money 
  1.22  appropriated under paragraph (a) among all eligible resort 
  1.23  owners.  The procedures are not subject to the rulemaking 
  1.24  requirements of Minnesota Statutes, chapter 14. 
  1.25     Sec. 2.  [EFFECTIVE DATE.] 
  2.1      Section 1 is effective the day following final enactment.
