  1.1                          A bill for an act 
  1.2             relating to motor vehicles; directing registrar of 
  1.3             motor vehicles to issue special Masonic license 
  1.4             plates; proposing coding for new law in Minnesota 
  1.5             Statutes, chapter 168. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [168.1294] [MASONIC LICENSE PLATES.] 
  1.8      Subdivision 1.  [GENERAL REQUIREMENTS AND PROCEDURES.] The 
  1.9   registrar shall issue special Masonic license plates to an 
  1.10  applicant who: 
  1.11     (1) is an owner or joint owner of a passenger automobile, 
  1.12  pickup truck, or van; 
  1.13     (2) pays a fee of $10 to cover the costs of handling and 
  1.14  manufacturing the plates; 
  1.15     (3) pays the registration tax required under section 
  1.16  168.013; 
  1.17     (4) pays the fees required under this chapter; 
  1.18     (5) contributes $20 annually to the Masons for the benefit 
  1.19  of the Masonic Cancer hospital at the University of Minnesota; 
  1.20  and 
  1.21     (6) complies with laws and rules governing registration and 
  1.22  licensing of vehicles and drivers. 
  1.23     Subd. 2.  [DESIGN.] After consultation with representatives 
  1.24  of the Masons Grand Lodge of Minnesota, the registrar shall 
  1.25  design a unique symbol for the special Masonic plates. 
  2.1      Subd. 3.  [PLATE TRANSFERS.] Notwithstanding section 
  2.2   168.12, subdivision 1, on payment of a transfer fee of $5, 
  2.3   plates issued under this section may be transferred to another 
  2.4   passenger vehicle, pickup truck, or van owned or jointly owned 
  2.5   by the person to whom the special plates were issued. 
  2.6      Subd. 4.  [FEES CREDITED.] The fees collected under this 
  2.7   section must be deposited in the state treasury and credited to 
  2.8   the highway user tax distribution fund.  
  2.9      Subd. 5.  [CONTRIBUTIONS.] The registrar shall issue a set 
  2.10  of Masonic license plates under this section only to a person 
  2.11  who presents at the time of applying for registration a receipt 
  2.12  from the Masons that demonstrates that the applicant has 
  2.13  contributed at least $20 to the Masons within 90 days prior to 
  2.14  the date of the application.  After the issuance of that set of 
  2.15  Masonic license plates, the collection of subsequent 
  2.16  contributions during the life of that set of license plates is 
  2.17  the responsibility of the Masons.  
  2.18     Sec. 2.  [EFFECTIVE DATE.] 
  2.19     Section 1 is effective when the registrar of motor vehicles 
  2.20  has received at least 1,000 applications for special Masonic 
  2.21  license plates.
