  1.1                          A bill for an act 
  1.2             relating to education; setting term limits for student 
  1.3             member of the University of Minnesota board of 
  1.4             regents; amending Minnesota Statutes 1994, section 
  1.5             137.023. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1994, section 137.023, is 
  1.8   amended to read: 
  1.9      137.023 [UNIVERSITY STUDENT ON BOARD OF REGENTS.] 
  1.10     In electing members of the board of regents pursuant to 
  1.11  article 13, section 3, of the Constitution of the state of 
  1.12  Minnesota, and Territorial Laws 1851, chapter 3, section 5, one 
  1.13  member of the board of regents of the university shall be a 
  1.14  person who at the time of election to the board is a student who 
  1.15  is enrolled in a degree program at the university.  This person 
  1.16  shall represent the state at large and shall serve a two-year 
  1.17  term.  Upon expiration of the term or in the event of a vacancy 
  1.18  in the office, one position shall be filled by a person having 
  1.19  the same qualifications. 
  1.20     Sec. 2.  [EFFECTIVE DATE.] 
  1.21     Section 1 is effective January 1, 1999.  Notwithstanding 
  1.22  any law to the contrary, the person holding the position of 
  1.23  student member on the board of regents on the effective date of 
  1.24  section 1 shall serve only a four-year term ending in 1999.
