A bill for an act
relating to education; maintaining programs, services, and current funding
level for the Perpich Center for Arts Education; creating a moratorium on new
educational arts centers; appropriating money; proposing coding for new law
in Minnesota Statutes, chapter 129C.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [129C.30] ARTS HIGH SCHOOL MORATORIUM.

new text begin Notwithstanding any law to the contrary, beginning January 1, 2009, the state
may not open an arts education center that provides the primary educational program
to students in grades 11 and 12 and provides statewide professional development for
teachers, school districts, and arts and education organizations.

new text begin This section is effective retroactively from January 1, 2009.

Sec. 2. new text begin USE OF STATE MONEY.

new text begin During fiscal years 2010 and 2011, the state may not appropriate money to facilitate
the closing of the Perpich Center for Arts Education or the transferring of programs or
services from the Perpich Center for Arts Education to another state-sponsored facility
or educational institution.
