  1.1                          A bill for an act 
  1.2             relating to public safety training; appropriating 
  1.3             money to develop plans for the construction and 
  1.4             operation of a southeastern Minnesota regional public 
  1.5             safety training center. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $90,000 is appropriated from the general fund to the board 
  1.9   of trustees of the Minnesota state colleges and universities to 
  1.10  develop plans for the construction and operation of a 
  1.11  southeastern Minnesota regional public safety training center in 
  1.12  the city of Rochester.  The training center must be staffed by 
  1.13  public safety employees from the southeastern Minnesota region 
  1.14  and must be used by students and public safety employees from 
  1.15  the region.  The board of the Minnesota state colleges and 
  1.16  universities must include representatives of potential user 
  1.17  groups in the planning process and must determine what shared 
  1.18  services and facilities would best meet the needs of local, 
  1.19  state, and federal public safety employees in the region. 
  1.20     Sec. 2.  [REPORT.] 
  1.21     By January 15, 2000, the board shall report to the chairs 
  1.22  and ranking minority members of the house and senate committees 
  1.23  or divisions having jurisdiction over public safety funding on 
  1.24  the plans developed under section 1.  The report shall include a 
  1.25  recommendation as to ownership of the center, a description of 
  2.1   services and facilities recommended to be offered at the center, 
  2.2   the identity of groups or agencies expected to use the center, 
  2.3   and plans for joint payment for operation and maintenance of the 
  2.4   center.
