A bill for an act
relating to education finance; establishing a global education to workforce
initiative program; appropriating money.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Minnesota contains a large and ever-growing international
community. This existing international community and other human assets of Minnesota
can be utilized above their current usage to assist in meeting the state's goals of providing
a world-class education and developing a global workforce.

A program is established to build capacity in
multicultural and linguistically specific organizations to deliver innovative programs
designed to build Minnesota's global workforce for present and future needs. Recipients
must build capacity in delivering healthy homes and living programs that includes:

(1) developing curriculum for lifetime skills, global workforce education, training,
and leadership development;

(2) leveraging the funds to obtain technical assistance and support in attaining
national and federal certification;

(3) providing curriculum to high school and adult education students; or
new text end
new text begin
(4) training staff to accomplish the items in clauses (1) through (3).

The international multicultural and multilingual housing
consortium, in consultation with the Department of Education and other state agencies as
necessary, shall develop the form and method for applying for the grants and the criteria
for determining the allocation of the grants, but must require that:

(1) each recipient must be a multicultural and multilingual nonprofit service provider;

new text begin
(2) each recipient must employ or otherwise include members with ties to countries
with which the United States and Minnesota have international trade relations;

(3) curriculum provided under subdivision 2, clause (3), must be available to any
age-appropriate student on a first-come, first-serve basis; and

(4) one-third of the recipients must employ, at and throughout the time of the grant
award, individuals or family members of United States citizens who fought for, or are or
have been in service to, the United States.

Grants awarded under this section are limited to $150,000
per applicant organization per year. Grants shall be paid out on a calendar-year basis.

Each recipient of grant funds shall report to the granting
organization no later than July 1 of the year following the grant's receipt regarding the
usage of the grant funds in the previous calendar year. The granting organization shall
develop the criteria necessary for the reports.

$....... in fiscal year 2016 and $....... in fiscal year 2017 are appropriated from the
general fund to the commissioner of education for the purposes of section 1. Any balance
in the first year does not cancel but is available in the second year.
