  1.1                          A bill for an act 
  1.2             relating to public safety; modifying weapons training 
  1.3             requirements in rules of the board of private 
  1.4             detective and protective agent services; amending 
  1.5             Minnesota Statutes 2000, section 326.3361, subdivision 
  1.6             1. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 326.3361, 
  1.9   subdivision 1, is amended to read: 
  1.10     Subdivision 1.  [RULES.] The board shall, by rule, 
  1.11  prescribe the requirements, duration, contents, and standards 
  1.12  for successful completion of certified training programs for 
  1.13  license holders, qualified representatives, Minnesota managers, 
  1.14  partners, and employees, including: 
  1.15     (1) first aid and firearms training required for armed 
  1.16  employees, including training in the legal limitations on the 
  1.17  justifiable use of force and deadly force as specified in 
  1.18  sections 609.06 and 609.065; 
  1.19     (2) risks and dangers arising from training in the use of, 
  1.20  and the risks and dangers arising from the use of, weapons other 
  1.21  than firearms, including, but not limited to, bludgeons, 
  1.22  nightsticks, batons, chemical weapons, and electronic 
  1.23  incapacitation devices, and restraint or immobilization 
  1.24  techniques for those employees who are issued or carry such 
  1.25  weapons; 
  1.26     (3) training in alternatives to the use of force; 
  2.1      (4) standards for weapons and equipment issued to or 
  2.2   carried or used by license holders, qualified representatives, 
  2.3   Minnesota managers, partners, and employees; 
  2.4      (5) preassignment or on-the-job training, or its 
  2.5   equivalent, required before applicants may be certified as 
  2.6   having completed training; and 
  2.7      (6) continuing training for license holders, qualified 
  2.8   representatives, Minnesota managers, partners, employees, and 
  2.9   armed employees.
