  1.1                          A bill for an act 
  1.2             relating to highways; establishing pilot project to 
  1.3             study application of anticorrosion substances to trunk 
  1.4             highways and bridges. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [HIGHWAY DURABILITY PILOT PROJECT; STUDY.] 
  1.7      (a) From July 1, 2001, through June 30, 2003, the 
  1.8   commissioner of transportation shall direct that migrating 
  1.9   corrosion inhibitors be applied to trunk highways and bridges 
  1.10  undergoing construction, reconstruction, or major repair or 
  1.11  rehabilitation.  The commissioner shall: 
  1.12     (1) ensure that this pilot project encompasses trunk 
  1.13  highways and bridges throughout the state; 
  1.14     (2) direct that the migrating corrosion inhibitors be 
  1.15  purchased from manufacturers located within the state; 
  1.16     (3) ensure that the inhibitors are environmentally friendly 
  1.17  and that environmental impacts, if any, are minimized; and 
  1.18     (4) direct that migrating corrosion inhibitors be applied 
  1.19  with both new and existing trunk highway and bridge construction 
  1.20  to provide effective, long-term protection and enhance 
  1.21  durability. 
  1.22     (b) The commissioner shall make findings and 
  1.23  recommendations in a written report to the house of 
  1.24  representatives and senate committees dealing with 
  1.25  transportation policy and transportation finance by January 2, 
  2.1   2004.
