  1.1                          A bill for an act 
  1.2             relating to the legislature; requiring study of 
  1.3             nonpartisan legislature. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [STUDY.] 
  1.6      The legislative coordinating commission shall study and 
  1.7   recommend changes in the rules for legislative sessions to 
  1.8   maximize the efficiency and effectiveness of the legislative 
  1.9   process and its operations by implementing a nonpartisan 
  1.10  legislature.  The commission shall make periodic progress 
  1.11  reports to the speaker of the house, the president of the 
  1.12  senate, and the chairs of the house committee on rules and 
  1.13  legislative administration and the senate committee on rules and 
  1.14  administration.  The commission shall make a final report to the 
  1.15  legislature by February 15, 1996.  The report must include any 
  1.16  recommendations for proposed changes in statutes and house and 
  1.17  senate rules and procedures needed to implement the commission's 
  1.18  recommendations. 
  1.19     Sec. 2.  [EFFECTIVE DATE.] 
  1.20     Section 1 is effective the day following final enactment.
