A bill for an act
relating to education finance; increasing funding for adult basic education; creating
supplemental aid; appropriating money; amending Minnesota Statutes 2016, section
124D.531, subdivision 1, by adding subdivisions.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1.
Minnesota Statutes 2016, section 124D.531, subdivision 1, is amended to read:
Subdivision 1.
State total adult basic education aid.
(a) The state total adult basic
education aid for fiscal year deleted text begin 2011deleted text end new text begin 2017new text end equals deleted text begin $44,419,000deleted text end new text begin $48,686,000new text end , plus any amount
that is not paid during the previous fiscal year as a result of adjustments under subdivision
4, paragraph (a), or section 124D.52, subdivision 3. The state total adult basic education
aid for later fiscal years equals:
(1) the state total adult basic education aid for the preceding fiscal year plus any amount
that is not paid for during the previous fiscal year, as a result of adjustments under subdivision
4, paragraph (a), or section 124D.52, subdivision 3; times
(2) the lesser of:
(i) 1.03; or
(ii) the average growth in state total contact hours over the prior ten program years.
Three percent of the state total adult basic education aid must be set aside for adult basic
education supplemental service grants under section 124D.522.
(b) The state total adult basic education aid, excluding basic population aid, equals the
difference between the amount computed in paragraph (a), and the state total basic population
aid under subdivision 2.

Sec. 2.
Minnesota Statutes 2016, section 124D.531, is amended by adding a subdivision
to read:

"Nonbase revenue program" means an
adult basic education program receiving funding under subdivision 3, clause (2), that does
not receive funding under subdivision 3, clause (1), (3), or (4).

This section is effective for aid for fiscal year 2018 and later.

Sec. 3.
Minnesota Statutes 2016, section 124D.531, is amended by adding a subdivision
to read:

(a) For fiscal years
2017 and 2018, the nonbase revenue program statewide supplemental aid equals $2,000,000.

(b) For fiscal year 2019 and later, the nonbase revenue program statewide supplemental
aid equals the aid for the previous fiscal year times the lesser of:

(1) 1.03; or

statewide aid amount under subdivision 12 times the ratio of the program's contact hours
for the prior program year to the state nonbase total contact hours for the prior contact year.

For an adult basic education program receiving funding under subdivision 3, clause (2), the
program's supplemental student employment aid equals the statewide aid amount under
subdivision 14 times the ratio of the program's contact hours for the prior program year to
the state total contact hours for the prior contact year.

fund to the commissioner of education for adult basic education aid under Minnesota Statutes,
section 124D.531.
