  1.1                          A bill for an act 
  1.2             relating to traffic regulations; allowing four hours 
  1.3             after traffic signal violation for peace officer to 
  1.4             arrest violator; making technical correction; 
  1.5             providing a petty misdemeanor penalty; amending 
  1.6             Minnesota Statutes 1996, section 169.21, subdivision 
  1.7             1, and by adding subdivisions. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1996, section 169.21, 
  1.10  subdivision 1, is amended to read: 
  1.11     Subdivision 1.  [OBEY TRAFFIC-CONTROL SIGNALS.] Pedestrians 
  1.12  shall be subject to traffic-control signals at intersections as 
  1.13  heretofore declared in this chapter, but at all other places 
  1.14  pedestrians shall be accorded the privileges and shall be 
  1.15  subject to the restrictions stated in this section and 
  1.16  section and 169.22. 
  1.17     Sec. 2.  Minnesota Statutes 1996, section 169.21, is 
  1.18  amended by adding a subdivision to read: 
  1.19     Subd. 1a.  [CAUSE FOR ARREST.] A peace officer may arrest 
  1.20  the driver of a motor vehicle if the peace officer has probable 
  1.21  cause to believe that the driver has operated the vehicle in 
  1.22  violation of subdivision 1 within the past four hours. 
  1.23     Sec. 3.  Minnesota Statutes 1996, section 169.21, is 
  1.24  amended by adding a subdivision to read: 
  1.25     Subd. 1b.  [VIOLATION; PENALTY FOR OWNERS AND LESSEES.] (a) 
  1.26  If a motor vehicle is operated in violation of subdivision 1, 
  2.1   the owner of the vehicle, or the lessee in the case of operating 
  2.2   a leased motor vehicle, is guilty of a petty misdemeanor. 
  2.3      (b) The owner or lessee may not be fined under paragraph 
  2.4   (a) if another person is convicted for that violation or if the 
  2.5   motor vehicle was stolen at the time of the violation. 
  2.6      (c) Paragraph (a) does not apply to a lessor of a motor 
  2.7   vehicle if the lessor keeps a record of the name and address of 
  2.8   the lessee. 
  2.9      (d) Paragraph (a) does not prohibit or limit the 
  2.10  prosecution of a motor vehicle operator for violating 
  2.11  subdivision 1. 
  2.12     (e) A violation under paragraph (a) does not constitute 
  2.13  grounds for revocation or suspension of the owner's or lessee's 
  2.14  driver's license.
