  1.1                          A bill for an act 
  1.2             relating to libraries; providing funding for the 
  1.3             increase of staff hours for libraries in a regional 
  1.4             public library system; amending Minnesota Statutes 
  1.5             2002, section 134.20, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 134.20, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 4a.  [ADDITIONAL STAFF HOURS; FUNDING] Any money 
  1.10  received by a regional library board that is designated by the 
  1.11  giver to increase staff hours for a specific library must be 
  1.12  used for that purpose if: 
  1.13     (1) the increase in staff hours does not result in overtime 
  1.14  hours for staff; 
  1.15     (2) the increase in staff hours does not require adding 
  1.16  full-time employees; 
  1.17     (3) existing employees at the specific library are willing 
  1.18  to extend the library's regular hours; and 
  1.19     (4) the increase in staff hours does not affect or alter a 
  1.20  maintenance of effort agreement between a regional public 
  1.21  library system board and a regional public library system member 
  1.22  city or county library board.
