A bill for an act
relating to capital improvements; authorizing Hennepin County to construct a
center for providing mental health services to children; appropriating money to
construct a new Washburn Center for Children; authorizing the sale and issuance
of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $5,000,000 is appropriated from the bond proceeds
fund to the commissioner of administration for a grant to Hennepin County to acquire and
prepare a site for and to predesign, design, construct, furnish, and equip a new Washburn
Center for Children that will be used to provide mental health services to children.
The county is authorized to take actions and enter into agreements needed to perform
the functions set forth in this section, and the agreements may include provisions and
conditions that the county negotiates. The county may enter into a lease or management
contract for the new center with a nonprofit entity. The lease or management contract must
comply with the requirements of Minnesota Statutes, section 16A.695. This appropriation
is not available until the commissioner has determined that at least an equal amount has
been committed or expended from nonstate resources.

new text begin To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $5,000,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
