A bill for an act
relating to health; requiring the commissioner of human services to establish an
advisory committee to develop recommendations for a dental home pilot project;
requiring a report to the legislature.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

RECOMMENDATIONS TO LEGISLATURE.

new text begin Establishment of advisory committee; membership. new text end

new text begin The commissioner
of human services shall establish a 15-member advisory committee to develop
recommendations for a dental home pilot project. The advisory committee shall consist of
the following members:

new text begin (1) a representative of the commissioner of health;
new text end

new text begin (2) a representative of the Minnesota Dental Association;
new text end

new text begin (3) a representative of the Minnesota Dental Hygiene Association;
new text end

new text begin (4) a representative of the Minnesota Dental Homes Collaborative;
new text end

new text begin (5) seven representatives of dental providers serving medical assistance and
MinnesotaCare enrollees, with one member representing each of the following provider
types:

new text begin (i) private practice dental clinics for which medical assistance and MinnesotaCare
enrollees comprise more than 25 percent of the clinic's patient load;
new text end

new text begin (ii) nonprofit dental clinics with a primary focus on serving indigenous communities
and other communities of color;
new text end

new text begin (iii) nonprofit dental clinics with a primary focus on providing eldercare;
new text end

new text begin (iv) nonprofit dental clinics with a primary focus on serving children;
new text end

new text begin (v) nonprofit dental clinics providing services in the seven-county metropolitan area;
new text end

new text begin (vi) nonprofit dental clinics providing services outside of the seven-county metropolitan
area; and
new text end

new text begin (vii) multispecialty hospital-based dental clinics;
new text end

new text begin (6) a representative of the University of Minnesota School of Dentistry;
new text end

new text begin (7) a representative of dental programs operated by the Minnesota State Colleges and
Universities system; and
new text end

new text begin (8) two public members representing medical assistance and MinnesotaCare enrollees.

new text begin Advisory committee duties. new text end

new text begin The advisory committee shall provide
recommendations to the commissioner of human services on establishing a dental home
pilot project that provides incentives for the provision of patient-centered, high-quality,
comprehensive, and coordinated oral health services. The pilot project must be designed to
evaluate approaches to dental care that:

new text begin (1) establish simpler and more flexible enrollment options to increase the number of
new dental providers serving medical assistance and MinnesotaCare enrollees;
new text end

new text begin (2) establish value-based incentives to:
new text end

new text begin (i) increase the extent to which current dental providers serve medical assistance and
MinnesotaCare enrollees;
new text end

new text begin (ii) reduce disparities in access to dental services for high-risk and medically and socially
complex enrollees; and
new text end

new text begin (iii) improve the quality of dental care by meeting dental home goals;
new text end

new text begin (3) establish administrative systems that are more transparent and provide greater
accountability; and
new text end

new text begin (4) coordinate the care provided through dental homes with the care provided by other
health care homes that address the care needs of patients across their lifespan.

new text begin Advisory committee governance and staffing. new text end

new text begin (a) The advisory committee
is governed by Minnesota Statutes, section 15.059, except that members shall not receive
per diem compensation.

new text begin (b) The commissioner of human services shall provide staff and other administrative
support to the advisory committee.

new text begin Subd. 4. new text end

new text begin Commissioner's recommendations to the legislature. new text end

new text begin The commissioner of
human services, based on the recommendations of the advisory committee, shall present
recommendations for the establishment of a dental home pilot project to the chairs and
ranking minority members of the legislative committees with jurisdiction over health and
human services policy and finance by December 15, 2021.
