A bill for an act
 relating to capital budget; specifying application of debt management guideline
to the outdoor heritage, clean water, parks and trails, and arts and cultural heritage
sales tax; proposing coding for new law in Minnesota Statutes, chapter 16A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin For the purposes of any debt management policies of the state, state general
obligation bonds for which debt service is paid from revenue from the outdoor heritage,
clean water, parks and trails, and arts and cultural heritage sales tax imposed under the
Minnesota Constitution, article XI, section 15, appropriated to the state bond fund are not
included in the calculation of debt for which a general fund appropriation for debt service
is made.
