  1.1                          A bill for an act 
  1.2             relating to higher education; funding student aid and 
  1.3             other post-secondary programs; appropriating money.  
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION.] 
  1.6      Subdivision 1.  [HIGHER EDUCATION SERVICES OFFICE.] The 
  1.7   sums in this section are appropriated from the general fund to 
  1.8   the higher education services office for fiscal years 2002 and 
  1.9   2003 for the purposes specified in subdivisions 2 and 3.  The 
  1.10  appropriations in this section are in addition to any base 
  1.11  appropriations for state grants, interstate tuition reciprocity, 
  1.12  state work study, and other post-secondary programs administered 
  1.13  by the office.  The fiscal year 2003 appropriations in this 
  1.14  section are added to the program base appropriations for fiscal 
  1.15  years 2004 and 2005. 
  1.16     Subd. 2.  [POST-SECONDARY STUDENT ACCESS AND CHOICE 
  1.17  PROGRAMS.] $9,900,000 for fiscal year 2002 and $22,100,000 for 
  1.18  fiscal year 2003 are appropriated for student aid programs, work 
  1.19  study programs, and reciprocity.  These appropriations may be 
  1.20  used for the cost of changing the time limits on the state grant 
  1.21  program, inflationary costs of attendance, and changes to the 
  1.22  calculation of the grant based on tuition and fees, increases in 
  1.23  the amount of the child care grants, changes in the maximum 
  1.24  amount of work study grant awards, expansion of eligibility for 
  2.1   summer scholarships, and the necessary support for reciprocity 
  2.2   agreements. 
  2.3      Subd. 3.  [TECHNOLOGY, EARLY INTERVENTION, AND OTHER 
  2.4   POST-SECONDARY INITIATIVES.] $4,300,000 for fiscal year 2002 and 
  2.5   $4,200,000 for fiscal year 2003 are appropriated for information 
  2.6   technology initiatives including electronic library services and 
  2.7   the Learning Network of Minnesota, early intervention programs 
  2.8   that encourage post-secondary enrollment for low-income 
  2.9   students, and other initiatives to encourage leadership through 
  2.10  community service and for agency administration.
