A bill for an act
relating to education; establishing a continuing education program for career and
technical education licensure; requiring a report; appropriating money; proposing
coding for new law in Minnesota Statutes, chapter 136F.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

PROGRAM.

new text begin (a) "Career and technical education" means a program that
emphasizes the development of foundational skills, core workplace competencies in the
skilled trades, applied sciences, modern technologies, and career preparation spanning many
different career fields and industries.

new text begin (b) "Nonconventional program" means a program that provides diverse pathways to
teacher preparation expanding options within the traditional teacher preparation programs.

new text begin Nonconventional continuing education pathway. new text end

new text begin The Minnesota State
Colleges and Universities system must develop a two-year nonconventional continuing
education pathway program to allow eligible candidates to obtain the necessary coursework
and credits to be qualified to teach secondary school career and technical education courses.
The program must be flexible in order to meet the needs of prospective program participants
through the development of personal learning plans based on a candidate's physical location
in the state and the candidate's skills and work experiences.

new text begin The Minnesota State Colleges and Universities
system must develop a nonconventional career and technical education teacher licensure
curriculum that meets core content-specific standards and is aligned to the standards of
effective practice in Minnesota Rules, part 8710.2000, and core skills for teachers of career
and technical education under Minnesota Rules, part 8710.8000.

new text begin Participant eligibility. new text end

new text begin A candidate is eligible to participate in the program
established under this section if the candidate:

new text begin (1) holds an associate degree in a content-specific career and technical education field;
new text end

new text begin (2) has an industry recognized, professional credential in a content-specific career and
technical education field; or
new text end

new text begin (3) has five years and a minimum of 5,000 hours of verifiable work experience in a
career and technical education content-specific field.

new text begin The chancellor of the Minnesota State Colleges and
Universities system must submit an annual report by January 15 of each year on the progress
of its activities under this section to the chairs and ranking minority members of the
legislative committees with jurisdiction over higher education and kindergarten through
grade 12 education, the commissioner of education, the commissioner of higher education,
and the Board of Trustees of the Minnesota State Colleges and Universities. The annual
report must include career and technical education content-specific fields of study offered,
enrollment numbers, number of degrees granted, and placement data. The first report is due
no later than January 15, 2021.

fund to the Board of Trustees of the Minnesota State Colleges and Universities system for
the career and technical continuing education program.
