A bill for an act
relating to education; appropriating money for a pilot program to Girls in Action.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin GIRLS IN ACTION; PILOT PROGRAM.

new text begin A pilot program is established to provide intensive
advising for girls of color in order to improve their academic performance, increase
graduation rates, and improve their career and college readiness. The grant must be used
to serve all of the girls of color at one high school in Special School District No. 1,
Minneapolis.

new text begin The pilot program must meet the following objectives:

new text begin (1) increase the academic performance, high school graduation, and enrollment in
postsecondary education for students faced with numerous social, demographic, racial,
and economic barriers;

new text begin (2) increase the knowledge of postsecondary education options, preparation, and
financing for students faced with numerous social, demographic, racial, and economic
barriers;
new text end

new text begin (3) increase mentoring; internships; career development, especially around science,
technology, engineering, and math careers; and positive community engagement for
students faced with numerous social, demographic, racial, and economic barriers; and
new text end

new text begin (4) provide mentoring, empowerment, and personal development; and parenting and
leadership training to the families of girls participating in the program, particularly for
those whose family members have experienced incarceration.

new text begin Evaluation. new text end

new text begin By September 1, 2017, the commissioner must submit an
evaluation of the Girls in Action pilot site to the committees of the legislature having
jurisdiction on kindergarten through grade 12 education policy and finance. The evaluation
must report how the program met the required objectives and recommendations on how to
replicate the program in schools statewide.
