  1.1                          A bill for an act 
  1.2             relating to annexation; establishing a moratorium on 
  1.3             certain annexation decisions. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [ANNEXATION MORATORIUM.] 
  1.6      An annexation proceeding under Minnesota Statutes, sections 
  1.7   414.031, 414.033, or that requires a hearing before a final 
  1.8   order is issued may be begun but the director of the office of 
  1.9   strategic and long-range planning or the director's designee 
  1.10  shall not issue a final order relating to such a proposed 
  1.11  annexation until the moratorium imposed by this section is 
  1.12  lifted by law.  Notwithstanding the moratorium imposed by this 
  1.13  section, the director of the office of strategic and long-range 
  1.14  planning, or the director's designee, may issue a final order if 
  1.15  the governing body of each city and town involved in the matter 
  1.16  adopts a joint resolution requesting the director to issue a 
  1.17  final order and all property owners in the area to be annexed 
  1.18  agree in writing to the request for a final order.  This section 
  1.19  is effective March 15, 2001, and applies to annexation 
  1.20  proceedings begun on or after that date.
