A bill for an act
relating to solid waste; establishing textile waste diversion goal; amending
Minnesota Statutes 2014, section 115A.551, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2014, section 115A.551, is amended by adding a
subdivision to read:

new text begin Textile reuse and recycling goal; reporting. new text end

new text begin (a) For the purposes of this
subdivision, "textiles" means clothing, towels, bedding, curtains, purses and other bags
designed to hold personal items, belts, and shoes.

new text begin (b) It is a goal of the state that the following percentages of textiles currently sent to
landfills and waste-to-energy facilities for disposal be diverted via reuse and recycling
by the end of the year indicated:

new text begin (1) 20 percent by 2020;
new text end

new text begin (2) 40 percent by 2025; and
new text end

new text begin (3) 75 percent by 2030.

new text begin (c) Collectors of textiles for reuse or recycling must annually submit to the
commissioner:

new text begin (1) the quantity of textiles collected; and
new text end

new text begin (2) the county of origin of the textiles collected.
