1.1 A bill for an act 1.2 relating to state lands; requiring a study of the sale 1.3 and use of public shoreland; appropriating money. 1.4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. [STUDY.] 1.6 The commissioner of natural resources must review the sale 1.7 of publicly owned shoreland authorized by statute and assess: 1.8 (1) how much publicly owned shoreland is disposed of 1.9 annually, and what the trend has been over the past 20 years; 1.10 (2) possible standards that could be adopted to keep 1.11 sustainable public shoreland under the appropriate type of 1.12 government management; 1.13 (3) possible public uses of public shoreland that is now 1.14 sold to private interests; 1.15 (4) statutory changes that could be made to retain public 1.16 shoreland in public use; 1.17 (5) appropriate development that may take place on public 1.18 shoreland parcels; and 1.19 (6) alternative methods for revenue incentives to local 1.20 units of government managing state-owned land. 1.21 The commissioner must hold meetings and consult with local 1.22 government officials, lakeshore owners, and interested citizens. 1.23 A report on this study must be prepared and given to the natural 1.24 resource policy and finance committees of the legislature by 2.1 January 15, 1999. 2.2 Sec. 2. [APPROPRIATION.] 2.3 $20,000 is appropriated from the general fund to the 2.4 commissioner of natural resources for the purposes of section 1.
