  1.1                          A bill for an act 
  1.2             relating to health; appropriating money for the metro 
  1.3             east program for health. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION.] 
  1.6      $1,000,000 is appropriated from the health care access fund 
  1.7   to the commissioner of finance to provide a no-interest loan to 
  1.8   the metro east program for health.  The loan shall be made to 
  1.9   support the establishment of a community trust fund to pay the 
  1.10  direct costs of delivery of health care and related services to 
  1.11  working persons who are ineligible for public programs and are 
  1.12  unable to afford private sector health insurance.  The loan 
  1.13  shall be repaid to the state upon certification by the 
  1.14  commissioner of health that universal coverage has been achieved 
  1.15  in this state or upon the dissolution of the trust fund, 
  1.16  whichever comes first.  The appropriation is available until 
  1.17  June 30, 1998.
