  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the sale 
  1.3             of state bonds; appropriating money for a regional and 
  1.4             county jail in Cass County. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $5,000,000 is appropriated from the bond proceeds fund to 
  1.8   the commissioner of corrections for a grant to Cass County to 
  1.9   construct, furnish, and equip a regional and county jail.  
  1.10  Adjacent counties may participate by agreement with the 
  1.11  commissioner and the Cass County Board.  The state may also 
  1.12  participate and make use of optional bed space as agreed upon 
  1.13  with Cass County and additional participants from other counties.
  1.14     The appropriation is not available until the commissioner 
  1.15  determines that at least $5,000,000 has been committed to the 
  1.16  project from nonstate sources. 
  1.17     Sec. 2.  [BOND SALE.] 
  1.18     To provide the money appropriated in this act from the bond 
  1.19  proceeds fund, the commissioner of finance shall sell and issue 
  1.20  bonds of the state in an amount up to $5,000,000 in the manner, 
  1.21  upon the terms, and with the effect prescribed by Minnesota 
  1.22  Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  1.23  Constitution, article XI, sections 4 to 7. 
  1.24     Sec. 3.  [EFFECTIVE DATE.] 
  1.25     This act is effective the day following final enactment.
